Operation of Web servers at the Brandenburg University of Technology, Cottbus, 26 April 1996
I. Principles
The Brandenburg University of Technology, Cottbus operates a Web server. It is available to all organizational units, cooperating institutions, members and employees of the university, as legally required. Organizational units of the university may run their own Web servers.
II. Operators
The University Data Centre accepts responsibility for the coordination of the information on the entry-point Web server on behalf of the Rector. As operator of the Web server, the University Data Centre is responsible for the technical implementation and supervision of the system.
III. Design rules
When designing Web pages, the rules of network ethics or netiquette shall be respected. Among other things, these include:
- ZKI recommendations
- Internet statutes
- AWLR guidelines on the responsible use of data networks
- DFN terms of use
- Taking into consideration the bandwidth available.
In addition, care should be taken to ensure that the university's electronic image is similar to its printed one.
IV. Responsibilities
The person responsible for the appropriate information being offered is responsible for the Web pages presented, for their maintenance, and for the provision of links to other Web sites. This responsibility also extends to compliance with the appropriate regulations. Supplementary to the Internet presence of the University or its organizational units, members and employees of the University who have authorization to use a computer system of the university data centre or of another institution of the university, may offer personal Web pages in the context of the resources available. The link to the personal Web pages shall clearly be marked. At the end of each Web page, the organizational unit or individual employee responsible for the information shall be mentioned, together with and the date of creation or modification to be mentioned. E-mail addresses shall be accompanied by a link, through which additional details on the page may be obtained. In the case of pages that are hierarchically ordered this task may be unnecessary in cases where a clear link between the pages exists.
V. Violations of these rules
Web pages that are in obviously violation of the law will be deleted immediately by the operator of the Web server. If the question arises as to whether the content of a Web page may be objectionable, the University should not anticipate a decision by the public authorities. Instead, the provider should be informed, with a reference to the legal situation. If it is insisted by the provider that this current Web site shall continue to be offered, the provider must communicate this information in writing. Otherwise, the page may be deleted by the operator. If the provider concerned is aware that it is being used, the necessary steps must be taken. A routine review of Web pages shall not take place. Pages that do not directly indicate which persons are responsible for them shall be deleted immediately.
VI. Publication
A reference to this regulation shall be included on the University home page.
VII. Period of validity
