Community Action Planning
in Ho Chi Minh City, District 4, Ward 8
in cooperation with the enda Vietnam (NGO)
The motivation for this action planning is to enhance the security of severely affected settlements by the impacts of climate change focussing on community-based adaptation and individual disaster management.
The overall objective is to promote and enhance community-based adaptation to climate change and variability in low- and middle-income settlements of HCMC. This includes the initiation of participatory planning processes at the institutional and community level in close cooperation with civil society organizations, the integration of all relevant stakeholders as well as the promotion of partnerships between the most and less affected groups.
To achieve these objectives, various work steps will be focused on four main areas of action:
Action Area 1: Community – Adaptation Strategies
Aim of the Action Area: The enablement of local communities to analyze their own capacities and vulnerabilities to the impacts of climate change in a participatory approach
Activities carried out in the Action Area:
- The analysis of climate change impacts on communities and livelihoods in one specific project area in HCMC
- Participatory assessment of coping strategies, capacities, resources and vulnerabilities related to the impacts of climate change of one chosen community
- Focus group discussions among community members
- Setting up of an individual disaster response plan
- Implementation will be carried out by workshops
- Evaluation of workshops and their impacts: adaptation strategies and disaster response
Action Area 2: Community – Demonstration Project
Aim of the Action Area: The establishment and promotion of one best practice example for low-tech adaptation measures in a demonstration project
Activities carried out in the Action Area:
- The implementation of a demonstration project which has been developed in a participatory planning process
- Focus on low-tech structural adaptation measures
- For example: green covering / whitening roofs to lower heat or elevation of ground floor levels to reduce flooding inside the building
Action Area 3: Institutions – Capacity Building
Aim of the Action Area: Transfer of experience that has been made in the action planning event
Activities carried out in the Action Area:
- Evaluation of the relevance and transferability for local institutions and integration in existing procedures or programmes
- Capacity-building and awareness-raising workshops at the institutional level and with organizations decision makers
Action Area 4: Science / Research – Transferability
Aim of the Action Area: To promote transferable strategies for climate change adaptation on the community level
Activities carried out in the Action Area:
- Monitoring and evaluation
- Publication of transferable research findings
- Cooperation with local and international research institutions
