Unique new foundation in the field of environmental law
BTU Cottbus and the University of Wrocław (Breslau), founded the German-Polish Centre for Public Law and Environmental Protection

On 24 March 2010, the BTU Cott-bus and the University of Wrocław (Breslau) launched with a constitutive meeting the first German-Polish Centre for Public Law and Environmental Protection in Wrocław (Poland). Both partners had already signed the contract about the foundation of the transboundary collective research institution in December 2009. Now, the German-Polish project begins with the first initial implementation.

The aim of the unique center is a joint research in the field of public law, especially environmental law. Assuming that environmental pollution doesn’t stop at borders, not only national, but also european and international aspects shall be subject of the collective research. Similarly, the trans-disciplinary research through cooperation with related disciplines of law shall be promoted.

The President of the BTU, Prof. Dr. Walther Ch. Zimmerli: „I am very glad that we created with this very special centre another unique institution at the BTU Cottbus. To our clear profile of the five re-search focuses on environment, energy, material, construction as well as information- and commu-nication-technology, this center fits very well. The cooperation across the na-tional borders is also an evidence of our strong international concept as a gate to the East. With Poland, the BTU always had a very fruitful cooperation.

The German-Polish Centre for Public Law and Environmental Network is the first research insti-tution of the BTU with another neighboring European University. The researchers of Cottbus are particularly proud that the contract partner is the time-honoured and internationally renowned Alma Mater of Wrocław.

The bodies from the “German-Polish Centre for Public Law and Environmental Network” are on the German side, the Centre for Law and Administration, as a cen-tral research institution, and on the Polish side, the Institute of Administrative Sciences as well as the Faculty of Law, Administra-tion and Economics of the University of Wrocław. The new institution is under the collective academic supervision of the President of the BTU Cottbus, Prof. Dr. habil. Walther Ch. Zimmerli, DPhil. h.c. (University of Stellenbosch), and the Rector of the University of Wrocław, Prof. zw. dr hab. Marek Bojarski. The current Board comprises six members with a Polish Board Chairman, the renowned Polish constitutional and administrative lawyer Prof. dr hab. Jan Boć.

The management of the centre is run by two directors, on the Ger-man side by Prof. Dr. Dr. h.c. Lo-thar Knopp (who is also the Exec-utive Director of the Centre for Law and Administration of the BTU Cottbus) and on the Polish side by Prof. dr Konrad Nowacki from the Institute of Administrative Sciences of Wrocław. A Board of Trustees of prominent personali-ties from both countries will join the center.
